Let’s be honest.

Everyone in this industry talks about “growth corridors” like it’s an abstract concept. It isn’t. It’s a very specific patch of dirt, a very specific timeline, and a very specific set of decisions that either get made early or get made too late.

This is the first edition of Growth Corridor Watch, a regular look at the Victorian suburbs about to carry the next wave of new homes, and what that means for the people trying to get internet working on day one.

First stop: Clyde.

The Numbers Behind the Hype

Clyde sits inside the City of Casey, currently home to over 356,500 residents and forecast to reach 549,190 by 2041. Casey isn’t just growing, it’s one of the fastest growing municipalities in the country.

Here’s the part that matters if you’re a builder, carrier, or developer: of everywhere in Casey, Clyde is forecast to add more new dwellings than any other suburb between 2021 and 2041. Not Cranbourne. Not Berwick. Clyde.

That growth isn’t a one-off release either. It’s being sustained long term by three connected Precinct Structure Plan areas, Clyde North, Clyde Creek, and Clyde South, each moving through its own stage of development at its own pace.


Why Clyde Is Different From a Standard Estate

Most new estates get treated as a single connectivity job. Clyde doesn’t work that way.

With three overlapping PSP areas developing in parallel, you end up with multiple stages, multiple builders, and often multiple carriers operating across what looks, on a map, like one suburb. That creates real risk if it isn’t planned for properly:

  • Different stages going live under different Statutory Infrastructure Providers, sometimes NBN, sometimes a private network operator
  • Builders assuming “connectivity is handled” because a neighbouring stage already has it, when their stage is on a completely different rollout schedule
  • Pre-installation timing gaps between when a slab goes down and when the network is actually ready to activate

None of this is a reason to slow down. It’s a reason to plan the telco side of a Clyde build with the same rigour as the civil and electrical side.

The Mobile Coverage Problem Nobody Mentions

Here’s a detail that rarely makes it into a builder’s connectivity conversation, but should. Mobile coverage across Clyde is patchy. Anyone who’s spent time on site there knows it, a call can drop between one street and the next, and reception inside a double brick home is often worse again.

That changes the stakes on the fixed line side. In a suburb with strong mobile coverage, a slow NBN activation is an inconvenience, buyers can tether off their phone and get by. In Clyde, that fallback often isn’t there. If the fixed connection isn’t ready on day one, there may be no reliable backup at all.

This is exactly why pre-installation and activation timing matter more in a corridor like Clyde than in an established, well-covered suburb. The fixed line isn’t a backup to mobile here. In a lot of cases, it’s the only reliable option a household has.

What Good Looks Like in a Corridor Like This

A fast growing, multi-stage corridor like Clyde rewards builders and developers who get ahead of the connectivity question rather than reacting to it. In practice, that looks like:

  • Knowing which Statutory Infrastructure Provider governs each stage before contracts are signed, not after
  • Pre-installation works completed in step with the civil build, not bolted on afterwards
  • One point of accountability across pit and pipe, carrier coordination, and activation, so a homeowner isn’t the one chasing three different parties
  • A realistic activation timeline communicated to buyers before they move in, not discovered by them once they do

Get this right and a buyer moves into a Clyde home with working internet on day one. Get it wrong and they’re the family refreshing a modem for three weeks while everyone tells them it’s someone else’s problem.

The Bigger Picture

Clyde is one growth story. Casey has sixteen separate Precinct Structure Plan areas in total, each on its own timeline, and neighbouring Cardinia Shire is forecast to grow by 53% by 2041, with Pakenham East alone set to deliver over 7,000 new homes.

The pattern repeats across every corridor: growth arrives in stages, not all at once, and connectivity planning needs to move at the same pace as the land release, not months behind it.
